Brief History

The Partnership for Sustainable Development (PaSD) formerly Citizens United to Promote Peace and Democracy in Liberia (CUPPADL) is a pro-democracy, peace building, human rights, policy, and development advocacy civil society organization. The CUPPADL started working in Liberia since 2003, later obtained incorporation document from the Ministry of Foreign Affairs on November 9, 2005, and certificate of accreditation from the defunct Ministry of Planning and Economic Affairs in 2009 renewed by the Ministry of Finance and Development Planning 2017, 2019.

 

After several years of interventions in the health, water and sanitation, public financial management, natural resource and concession, civil society and governance sectors of Liberia, PaSD has been able to influence increase civil society participation in public policy formulation, implementation, and deliverance of basic social services. Additionally, the PaSD advocacy has improved the policy and governance environments, service quality and access of the population to basic social services such as health, water, and sanitation, public finance, Natural Resources and concession social funds etc.

PaSD mission is to contribute to the development of Liberia through supporting poor, marginalized and disadvantaged population claim their basic human rights and fulfill responsibilities in public governance, natural resource management, WASH, health and ensuring a stable environment

Broad Objectives

  • To influence, increase and inform citizens’ voices and demand for accountability in the public governance space and their participation in policy processes
  • To empower, create the space, engage citizens and duty bearers to progressively fulfill basic national and international human rights and responsibilities
  • To ensure participation, transparency, and accountability in the management of the country’s natural resources
  • To increase access to the population of Liberia to affordable and quality water and sanitation services and improve the policy and governance framework of the sector
  • To advocate with the government and development partners for an increase in health financing, better targeting, policy implementation, human resource capacity development and decentralization
  • To promote interreligious, intercultural and tribal coexistence

Interventional Achievements

  • Civil society in Liberia advocacy, media reportage, national and local governments planning and legislative oversight on sexual, reproductive, maternal and newborn healthcare, WASH, Natural Resource Management, CDF informed by the data in PaSD policy briefs, briefing papers, booklets and other research papers
  • PaSD engagement and capacity development programs for over 500 youths, women and national civil society organizations involved in advocacy for RMNCH and SRH created the space for and amplify the voices of those marginalized groups to engagement and influence decision-makers at the national and sub-national levels
  • Through policy forums, lobby meetings and dialogues organized by PaSD, over 2500 citizens had the chance to meet face to face with policymakers, have a say in national decision making related to improving quality of services, policy and regulation related to maternal, sexual, reproductive and newborn healthcare, WASH, Natural Resource Management and demand accountability
  • Even though inadequate, through PaSD engagement of the Legislature and Executive Officials of the Ellen Johnson Sirleaf Administration, the National budget now has direct budget lines and allocations on maternal, sexual, reproductive, newborn healthcare, water, and sanitation programs
  • Through the PaSD and other capacity development and influencing engagement with media executive, editors, reporters and civil society, Media reportage and civil society advocacy on maternal, sexual, reproductive, newborn healthcare, water, and sanitation have an increase
  • Through advocacy and lobby engagement of PaSD, the Government of Liberia as a unit and individual relevant government officials interest in maternal, sexual, reproductive and newborn healthcare has increase and space was provided for the 1st time allowing civil society to participate in the development of the National Health Policy and Road Map on RMNCH
  • Through the various briefing papers and policy briefs on financing RMNCH and WASH, civil society and media knowledge about funding allocated to maternal, sexual, reproductive, newborn healthcare, water, and sanitation increase and reportage and demand for accountability informed
  • Over 100 Health workers, 300 community dwellers and leaders drawn from 7 health catchment areas in Montserrado County engaged in advocacy for improving community-level healthcare financing, human resource and governance
  • In 2013 following lobby advocacy meeting with former President Sirleaf, the President established the National Water Supply and Sanitation Board, name its members and convened the 1st inaugural Board Meeting
  • PaSD participated, lead and coordinated unify civil society advocacy that led to the development of a National Road Map for water and sanitation programs implementation align to the MDGs WASH targets (WASH Compact).
  • PaSD participated, lead and coordinated unify civil society advocacy that led to the development of several national water and sanitation policies including Water Supply and Sanitation Policy, Integrated Water Resources Management Policy, Sector Strategic Plan, Sector Investment Plan, National Solid Wasta MANAGEMENT policy, etc.
  • From 2012-2017 following several lobby advocacy meetings with former President Sirleaf, cabinet officials and legislators a Bill to establish the National Water Sanitation and Hygiene Commission was submitted to the legislature, passed and printed into handbill in 2017 now pending the appointment of commissioners 

Organizational Achievement and Added Value

  • PaSD has established contacts, built network, raise her profile and foster partnership with key national and local governments decision makers, over 30 legislators, the health committees of the legislature, civil society, the media, students’ unions, health workers’ association, midwife association and community groups through which her influencing efforts can be complimented

 

  • The organization has established herself within the civil society sector, the media, and the policy environment as a leader in advocacy especially in the areas of policy, public financial management, National Budget tracking, human rights, governance, health, Natural Resource Management and WASH. To this end, the PaSD is privileged to lead several coalitions and networks of civil society

 

  • PaSD since 2009 established, maintain and secured partnerships with over 10 International Organizations within and out of Liberia through which funding support to her programs aim at accelerating the realization of her vision and mission is generated including WaterAid, USAID, LAVI/DAI, Plan International, Save the Children, International Planned Parenthood Federation (IPPF), WHO, UNHCH, UNOPS, End Water Poverty, World Bank, Non-State Actor Small Grant c/o MFDP, National Democratic Institute (NDI), etc.

 

  • PaSD has demonstrated a track record of result-based project implementation history from 2009 to current (2018), mobilized at least 170,000USD per annual and has learned from practical project implementation challenges and achievements. The organization implemented over 400 advocacy and awareness creation projects focused on Natural Resource Management, Water, and Sanitation, Maternal, sexual and reproductive health, budget tracking, human rights, peace, and security, etc.

 

  • PaSD has grown in organizational governance, policy, and human resource capacity. The first assessment of the organization in 2014 done than by WaterAid, a British Charity puts the organization at level 1 of International Standard of Organization Status, following series of reform and capacity building initiatives, the organization 2nd assessment done by USAID through LAVI/DAI put the organization at level 3 in 2017. Base on the improvement reform recommendations from the USAID assessment, the PaSD has since implemented 80% of said recommendations including construction of website, improvement of HR and Accounting Manuals, installation of Quick Book, development of M&E Tools, inclusion of M&E staff in the organization structure, etc. we strongly believe, based on the reform activities implemented, if the 3rd assessment is conducted, PaSD may go beyond level 3.
  • The PaSD has raised her profiled, made contacts and networks abroad, participated and contributed to several regional, continental and global policy, development planning and influencing arrangements including conferences, workshops, symposiums, meetings global development planning arrangements in over 40 countries.  Additionally, the organization has learned from and share knowledge with her peers through the mentioned events.
